The government is reviewing more public institutions for possible adoption of the 1-3-3 shift system, with an announcement on the agencies to be included expected before the end of 2026.
Acting Deputy Chief Executive Officer of the Gaming Commission of Ghana, Lamtiig Apanga, disclosed this during an interview on Breakfast Daily on Channel One TV on Wednesday, September 16, 2026.
According to him, the ongoing review is assessing sectors and public agencies that have the capacity to operate under the shift arrangement as part of efforts to extend working hours and improve public service delivery.
Apanga said although he could not provide a specific date for the announcement, he was confident that government would make its position known by the close of the year.
“There are reviews of certain sectors of the economy, and particular agencies, that can accommodate the 1-3-3 shift system. In no time, government will announce that.
“It’s difficult for me to give specific timelines, but I can assure you that hopefully, by the close of the year, government will make a specific pronouncement,” he said.
He noted that the shift model is already being implemented in some public institutions, citing the Driver and Vehicle Licensing Authority (DVLA), National Identification Authority (NIA), and National Health Insurance Authority (NHIA) as examples.
“We’ve already seen similar things going on. At DVLA, we’ve seen this at National Identification Authority as well. We’ve seen this at National Health Insurance as well. We’re extending,” Apanga added.
The proposed expansion is linked to the government’s broader 24-hour economy agenda, which seeks to reorganise working arrangements in selected sectors to facilitate round-the-clock operations.
Under the 1-3-3 model, three people share one job position and work three separate eight-hour shifts, allowing an institution or business to operate continuously for 24 hours.
The government’s review will determine which additional public agencies can effectively adopt the arrangement before the expected announcement later this year.
